: Role and Structure
The CIMAP approach
to addressing Virginia's critical infrastructures is based on
a bottom-up approach incorporating three main elements. These
elements, which are increasingly hierarchical, include (1) an
analysis of changing demands on individual infrastructures, (2)an
examination of how these demands are leading to greater infrastructure
interdependencies, and (3) a determination of how the demands
and interdependencies affect their individual and collective capability
and availability.
The basic protocol also will
incorporate a three step approach: the identification and definition
of issues; the analysis and modeling of solution alternatives;
and solution development, demonstration, and policy support.
In order to ensure the success
of the approach CIMAP will use a variety of tools designed to
address the technical, policy and public aspects of critical infrastructure
interdependency. These include background research, outreach workshops,
and technical presentations. The research activities, which will
be supported by Virginia Tech graduate research assistants, will
be undertaken primarily to provide the technical underpinning
for the modeling efforts. The outreach workshops will be directed
at major stakeholder groups in Virginia, and will focus on evaluating
and clarifying the implications of technical findings in the policy
arena. The technical presentations, including web-based and live
presentations in public venues, will transcribe technical and
policy issues to broader audiences with an interest in Virginia's
development future.
